All public authorities in the Cayman Islands have been required to prepare an e-publication scheme for January 2009 which includes information made readily available to the public without the need for specific written requests. Schemes are intended to encourage organisations to publish proactively and develop a greater culture of openness.
Section five of the FOI Law requires all public authorities by January 2010 to have published in the Gazette a publication scheme and update it yearly. This section requires that government agencies' manuals (or other documents containing interpretations, rules, guidelines, practices or precedents) be made available to the public for inspection or purchase. All public authorities must publish a description of its subject area; a list of its departments, units and sections; its opening hours; the title and business address of the principal officer; and a list of documents used by the agency in making decisions or recommendations.
